windows xp access denied?

I need help. "I" recently upgraded a computer that had WIN98 on a 40 Gb hard drive as the OS and a 6.5 Gb storage drive. What "I" did was reformatted the 6.5 Gb storage drive with XP and turned the 40 Gb WIN98 hard drive into the storage drive. Now all the files are Read-Only and cannot be changed. I have Administrator user account. I tried right clicking to the properties of the the folder, unchecking the Read-Only box, then clicking Apply the OK. I go back into properties all the Read-Only box is checked again. The uninstall program doesn't exist and Windows Add/Remove Programs takes all but 15 or 20 files that are access denied. Please help.
