why aren't CPUs named by their...

...frequencies anymore? I remember when I was younger, the intel pentium came out at 133 MHz and was the fastest commercially available CPU. A few more years later, a friend of mine built a machine with a Pentium IV 3.2 GHz. Today, though, it doesn't seem that CPUs are measured by their frequency rating. Why is that? How can you tell what is a faster processor? Also, what is meant by dual-core, lets say, is a Pentium 1.9 dual core faster than a 3.0 Pentium 4? A little confused by all this.Thanks.
